German income tax is a formula, not a set of brackets
Almost every English-language page about German tax shows a bracket table. That is a simplification, and it is why the numbers people quote to each other rarely match what the Finanzamt calculates.
§32a EStG defines the tax as a continuous function of taxable income, in five zones. Between €12,349 and €69,878 the marginal rate rises smoothly rather than stepping — there is no point at which crossing a threshold jumps you into a higher band on all your income, because there are no bands.

The Gewerbe question, answered early
Germany separates freelance professions from commercial activity, and the distinction decides several things at once. Selling passes, developer products and avatar items to a general audience is commercial. It is a Gewerbe.
That means registering with your local Gewerbeamt — a short form, a fee usually in the tens of euros — after which the Finanzamt sends a questionnaire about expected turnover. The answers determine your tax number and whether you are treated as a Kleinunternehmer.
The mistake worth avoiding is waiting until the income "feels real". Registration is required from the point the activity begins, not from the point it becomes profitable, and backdating it is more awkward than doing it at the start. The amounts involved at that stage are small enough that there is nothing to fear in the process.
Kleinunternehmer: the rule that saves the most work
§19 UStG lets you skip VAT entirely if turnover stayed under €25,000 in the previous calendar year and stays under €100,000 in the current one.
For a creator this is worth more than the money. It removes VAT from your invoices, and removes the periodic VAT returns that are the most tedious part of German self-employment. Nearly every Roblox creator qualifies.
Two things catch people. The thresholds were raised recently, so a lot of guidance still quotes €22,000 and €50,000 — if you are reading older advice, check the date. And it is measured on turnover, not profit, so what you spent on assets and commissions does not reduce it.
Gewerbesteuer, and why most creators never pay it
Trade tax has a reputation for complexity that is deserved for companies and largely irrelevant for individuals at this scale. §11 GewStG gives individuals and partnerships an allowance of €24,500 before it applies at all, and the base rate on the excess is 3.5% before your municipality's multiplier.
So a creator earning below €24,500 in trade income pays no Gewerbesteuer. The registration is still required; the tax is not. Above it, trade tax is also largely credited against your income tax, so the practical burden is smaller than the headline suggests.
Deadlines
The tax year is the calendar year. §149 AO sets the return deadline at 7 months after the year ends — 31 July of the following year.
If a Steuerberater or Lohnsteuerhilfeverein prepares your return, the deadline extends considerably: to the last day of February of the second following year. That extension is a real reason to use one in a first complicated year, quite apart from the advice itself.
If the creator is under 18
There is no minimum age for a German tax obligation, and no minimum age for a Gewerbe either — though a minor needs the consent of their legal guardians and, in practice, approval from the Familiengericht for ongoing commercial activity.
The income is the child's. They have their own Steuer-Identifikationsnummer, their own Grundfreibetrag of €12,348, and their own return. Parents act on their behalf rather than in place of them, which is the same principle that applies everywhere else on this site.
One German specific worth knowing: a child's own income can affect family benefits and the Familienversicherung in statutory health insurance once it passes certain levels. The US side: 0%, if the form is right
From November 1, 2026, Roblox will treat DevEx payments as royalties. The US–Germany treaty sets royalty withholding at 0% — royalties are taxable only in the country of residence. Nothing should be deducted before the money reaches you.
As everywhere, the rate is claimed rather than granted. Two failure modes, and they differ:
- No valid tax information. Up to 24% withheld from your entire payout.
- Valid W-8BEN, unsuccessful treaty claim. 0%–30% on the US-sourced portion only.
The form needs a taxpayer identification number, and your Steuer-Identifikationsnummer serves. Leaving it blank silently forfeits the claim. Line by line.
0% in the US does not mean untaxed
German residents are taxed on worldwide income. DevEx money belongs on your German return whatever the US did or did not withhold — converted to euros at a defensible rate for the date received, with the working kept.
If US tax was withheld before you fixed the form, the Anrechnung mechanism under §34c EStG generally lets you credit foreign tax already paid against your German liability on the same income. The evidence is the Form 1042-S the US side issues, which is why keeping it matters more for you than a 1099 matters for an American creator.
Getting dollars into euros
DevEx pays in US dollars, and the cost of turning them into euros is not the transfer fee. Currency conversion runs 1.9%–3.0% of the whole payout with no cap, while the method fees are small and mostly capped.
Three routes, same shape as everywhere: let the processor convert and pay euros to your bank, which is simplest and most expensive; use PayPal, whose payout fee is capped low but which will convert on withdrawal unless you hold the balance in dollars; or receive dollars into a multi-currency account and convert on your own terms.
The third only pays off above a few hundred dollars a month. Below that the difference is a few euros and not worth another account. All five payout rails compared.
